Jam label requirements
Before you worry about a Nutrition Facts panel, settle a harder question: are you legally allowed to call it jam? 21 CFR Part 150 sets federal standards of identity for fruit butter, fruit jelly, and fruit preserves and jams. A jam or preserve must be made from at least 45 parts fruit to 55 parts sweetener and finish at not less than 65 percent soluble solids. Miss either number and the word "jam" on your jar is a misbranding problem. You call it a fruit spread instead.

That's the fact that dominates jam label requirements, and almost nobody covers it. Here's the whole standard, what "fruit spread" actually means, and where jelly, preserves and fruit butter differ.
The three standards of identity in Part 150
Part 150 has exactly three sections left in it. Two more — artificially sweetened fruit jelly at 150.141 and artificially sweetened jams at 150.161 — were revoked effective November 20, 2015, which matters below.

Three things about how to read that table.
The ratio is a batch formula, not a lab result. The standards describe what you mix before you cook it down, so your evidence is a batch sheet with weights. The soluble solids figure is the opposite: a measurement on the finished product, taken with a refractometer, by the AOAC method the regulation names. You need both records, and a refractometer is a $40 tool that decides whether your product name is legal.
"Saccharine ingredient" doesn't mean saccharin. It's the regulation's term for the sweetening ingredient — sugar, corn syrup, honey, and the other nutritive sweeteners the section permits.
Preserves and jams are the same standard. 150.160 covers both terms. There is no federal distinction where jam is crushed and preserve is whole fruit. That's a craft convention, not a legal one, and either name is available to you.
The Group I / Group II split in 150.160
The ratio for preserves and jams changes with the fruit. Where the fruit ingredient is one of the Group I fruits, or a combination of Group I fruits only, you need 47 parts fruit to each 55 parts sweetener. In every other case it's 45 to 55.
Group I: blackberry, black raspberry, blueberry, boysenberry, cherry, crabapple, dewberry, elderberry, grape, grapefruit, huckleberry, loganberry, orange, pineapple, raspberry, rhubarb, strawberry, tangerine, tomato, youngberry.
Group II: apricot, cranberry, damson, fig, gooseberry, greengage, guava, nectarine, peach, pear, plum, quince, red currant.
Note that tomato is a fruit under this standard and rhubarb is too. Note also what isn't there. Fruit jelly at 150.140 works from its own closed list of named fruit juices — apple, apricot, blackberry, cherry, crabapple, cranberry, grape, guava, orange, peach, plum, pomegranate, prickly pear, quince, raspberry, red currant, strawberry and others — each assigned a numeric factor the regulation uses to compute the juice contribution when you work from concentrate.
If you don't meet the standard, you can't use the name
This is the part that surprises people. A standard of identity is not a quality target you aim at. It's a definition. Under 21 CFR 101.3, the statement of identity on your principal display panel must be the name specified in the standard where one exists. If your product doesn't conform to the standard, the standardized name is not available to you.
Three common ways small producers land outside it:
- Low-sugar recipes. A jam finishing at 50% soluble solids is not a jam under 150.160, no matter how it tastes.
- Fruits that aren't in the standard. Mango, fig-and-balsamic, lavender-peach, rose petal, hibiscus.
- Non-fruit ingredients that push the fruit fraction down. Bourbon, chili, herbs, vanilla bean, added pectin beyond what the section allows.
What you use instead is a common or usual name for a nonstandardized food, governed by 21 CFR 102.5: the name must accurately identify or describe the basic nature of the food, in as simple and direct terms as possible. In practice that's "strawberry fruit spread," "peach spread," "spiced apple spread." Plain, descriptive, and legal. It is not a downgrade — it's a different, unregulated shelf where you can make the product you actually want to make.
The exception worth knowing: 21 CFR 130.10
There is one route back to the word "jam" with less sugar. 21 CFR 130.10 covers foods "named by use of a nutrient content claim and a standardized term" — a product that deviates from a standard of identity specifically because of a nutrient reduction, and is named accordingly. "Reduced sugar strawberry preserves" and "no sugar added apple jelly" are 130.10 names.
The conditions are real. The deviation must be the minimum necessary; the product must perform like the standardized food or carry a labeling statement about the difference; ingredients used in excess or not permitted by the standard get an asterisk and a footnote in the form "*Ingredient not in regular jam." And you have to actually qualify for the nutrient content claim you're using, which brings the Nutrition Facts panel with it.
FDA said as much when it revoked the artificially sweetened standards in 2015: nutrient content claims such as "low calorie" or "no sugar added" "better characterize the nutritional profile of the fruit spreads currently subject to §§ 150.141 and 150.161 than does the term 'artificially sweetened.'"
Pepper jelly, and why California bans it
Pepper jelly is the clearest illustration of the whole problem. Peppers are not on the fruit jelly list in 150.140. A jalapeño jelly cannot be "jelly" under the federal standard, whatever it looks like in the jar.
California turned that into a cottage food rule. The CDPH approved category is "fruit butters, jams, jellies, and preserves meeting 21 CFR 150," and pickled products are out entirely — so pepper jelly is not a legal California cottage food. Elsewhere it's usually a food-safety question rather than a naming one: a pepper jelly is frequently an acidified food, which is a different regulatory track. More on that below.
Where jams stand under state cottage food law
Jams and jellies are allowed in every state on our list, but several states bolt the federal standard of identity onto their cottage law, which quietly narrows what you can make at home.

Read the third column before the second. "Jams are allowed" and "your jam is allowed" are different sentences in California, Michigan, Washington, Indiana, Ohio and Virginia. Verify with the state agency; these lists change.
Process obligations are a separate track from labeling
Worth saying plainly, because the two get conflated and the safety one is the one that hurts people.
Ordinary jams and jellies are not acidified foods. 21 CFR 114.3(b) defines acidified foods and then excludes, by name, "carbonated beverages, jams, jellies, preserves, acid foods... and foods that are stored, distributed, and retailed under refrigeration." So a standard-of-identity jam does not pull you into the acidified foods regulations or the process filing at 21 CFR 108.25.
Step outside the standard and that can change. A low-sugar spread that relies on pH rather than 65% soluble solids, a pepper jelly, a jam with added onion or garlic, a vegetable "jam" — these can be acidified foods, which brings scheduled process filing, a process authority review, and Better Process Control School. Several states also require it independently.
Water activity is the other half of why jam keeps. The 65% soluble solids figure is not arbitrary. Sugar at that concentration binds enough free water to suppress microbial growth. Cut the sugar and you have removed a preservation hurdle, which is exactly why "just make it with less sugar" is a food safety decision and not only a labeling one.
None of that is a labeling requirement. It's the thing to resolve before you print anything.
Serving size, and why dual columns never apply

The blank matters. Jam is denser than water, so a tablespoon is not 15 g. Weigh yours. Most jams run about 20 g per tablespoon, and every number on your panel scales off that figure.
Work a jar. Say a tablespoon of your strawberry preserve weighs 20 g and the jar holds 255 g net.
- Servings per container: 255 ÷ 20 = 12.75 → 13 servings, rounded to the nearest whole number under 101.9(b)(8)(i).
- Percent of the reference amount: 1,275%. Nowhere near the 200–300% dual-column band, so a jar of jam never needs two columns.
- A 28 g single-serve cup is 140% of the reference amount. Under 200% and sold individually, so it's a single-serving container: the whole cup is one serving, one column, per 101.9(b)(6).
One more thing people get wrong on the front panel: jam is a solid for net quantity purposes. Declare net weight, not fluid ounces. An "8 oz" jelly jar is a volume of glass; the jam inside it typically weighs 9 to 10 ounces.
Added sugars: the carve-out written for you
Added sugars is the line small jam brands get wrong most often, and the regulation contains a carve-out aimed directly at this category.
The definition at 21 CFR 101.9(c)(6)(iii) counts sugars from concentrated fruit or vegetable juices only to the extent they are "in excess of what would be expected from the same volume of 100 percent fruit or vegetable juice of the same type." It then excludes outright the fruit juice concentrates "used for the fruit component of jellies, jams, or preserves" under 150.140 and 150.160, or of fruit spreads. Note that the carve-out names fruit spreads too, so it follows you off the standard.
So: the cane sugar you add is added sugar. The apple juice concentrate you use as the fruit component of an apple jelly is not. Concentrate used purely as a sweetener in a spread is, above the single-strength baseline. FDA lets you use the Brix values in 21 CFR 101.30 as the baseline — apple 11.5, grape 16.0, cranberry 7.5 — and requires you to keep the calculation in your records under 21 CFR 101.9(g)(10). "No sugar added" and "reduced sugar," precisely
Both are defined at 21 CFR 101.60(c), and both void your small business exemption.
"No sugar added" / "without added sugars" requires all of the following: no sugars or sugar-containing ingredients that functionally substitute for added sugars are added during processing; the product contains no ingredient made with added sugars such as jam, jelly or concentrated fruit juice; sugars content is not increased above what's naturally present by some other means; the food it resembles normally contains added sugars; and the label states that the food is not low calorie or calorie reduced unless it is, and directs consumers to the Nutrition Facts panel.
"Reduced sugar" requires at least 25% less sugar per reference amount than an appropriate reference food, with the identity of the reference food and the percentage difference stated near the claim.
"Sugar free" requires less than 0.5 g of sugars per reference amount and per labeled serving. Fruit contains sugar, so this is not a real option for a fruit product without non-nutritive sweeteners doing all the work.
Any of these, used with a standardized term, puts you in 130.10 territory. Any of them in your Instagram caption voids the exemption just as thoroughly as printing it on the jar. See nutrient content claims that void your exemption.
Allergens and the exemption
Most jam contains no major allergen. Declare one anyway when it's there: nut butters swirled in, sesame or tahini, dairy in a caramel-fruit spread. Nine allergens under FALCPA — milk, eggs, fish, crustacean shellfish, tree nuts, peanuts, wheat, soybeans and sesame — declared parenthetically in the ingredient list or in a "Contains" statement, with tree nuts named by species. On the panel itself: if you become a manufacturer, 21 CFR 101.9(j)(18) exempts firms with fewer than an average of 100 full-time equivalent employees selling fewer than 100,000 units of that product in 12 months, on an annual notice to FDA that FDA will not remind you to file. Under 10 employees and under 10,000 units a year, and you're not an importer? No filing needed. Any nutrient content claim, health claim or other nutrition information — on the label, in labeling, or in advertising — voids it. Mechanics: the small business exemption.

Jam brands feel the per-revision line harder than most, because the category is seasonal by nature — twelve fruits, four batches a year, a new jar size for the holidays.
